Does Machiavelli consider mercenaries to be trustworhty soldiers?

One goal Machiavelli pushed for was the formation of a state militia because he believed that troops from your own land serve you better than common mercenary troops. A council in charge of the militia was formed, with Machiavelli as its head. He felt that great leaders had the loyalty of their soldiers where as mercenaries merely fought for money. I'm not sure about the page number but I will include a really good source link below.
