The problem in Africa is that the different tribes can't seem to work together to fight oppression and apartheid. P.K. personifies the power of one person who can make a difference. Geel Piet introduces P.K. to the rainmaker story which revolves around one person or being that is supposed to unite all the African tribes. Because P.K. can communicate with many tribes, he grew up speaking various tribal dialects, he holds the power to unite them.
