Why does it take courage for Kino to make the decision to go to thecity? chapter 4

KIno is upsetting the balance between the pearl buyers and the villagers. The balance being that the villagers are always cheated out of a fair price. This stand that Kino takes puts his life at stake. The pearl buyers can't let Kino's rebellious courage be an example to others.
