why did steinbeck include the first section about life in th gulf waters

Steinbeck loved to introduce setting and context. His settings are actually very much a character to themselves. We get to experience what Kino and his people might have felt and thought. There are direct connections between nature and the characters in the story. The first section also explores the tone and texture of the narrative.
