Are there times when book censorship is appropriate?Who has the authority to make such decisions?

When it was published, The Outsiders was controversial because of its portrayal of gang violence, delinquency, underage drinking and smoking, and strong language. It was ranked #38 on the American Library Association's 'Top 100 most Frequently CHallenged Books of the 90s,' and has even been banned in some schools.

This is a question that demands more discussion than this short space has. In my opinion there is nothing "wrong" with the book. This book has become a fond memory for millions of students who have read it. I know many students who say that this is the first book they actually enjoyed. I don't know who should have the ultimate authority for censorship but I know it should be used very sparingly.
