I would say that Vera is the antagoinist. She really goes after Mr. Nuttel to scare him. She has no reason to do this other than his fear entertains her.

I would say Vera is the antagonist cause she is the bad guy in this situation and she goes for Mr.Nuttel countless times and Mr.Nuttel is the protagonist.
