Penelope's conflict is related to whether or not Odysseus is still alive. She has been "found out" by the suitors in terms of her weaving the shroud which she "unweaves" each night. She has no choice to agree to marry one of the suitors, but she wants to at least try to find someone who can imitate the strength and manliness that Odysseus showed when he was in Ithaca.
