Did Mathilde Loisel deserve the punishment she received?

Mathilde didn't really receive a punishment. She punished herself by refusing to admit what she had done to her friend. If she had, she would have known that the necklace was not what she believed, and she and her husband would not have had to borrow the money to replace what was, in fact, nothing but paste.
