Why do you think Teresa wrote 'WICKED is good' on her arm?

Like everyone, Teresa’s memories are fading but she does recall something without actually knowing why. When Teresa telepathically told Thomas that the Maze is a code it was her way of desperately communicating one last memory before it faded. One of these memories was that, “wicked is good”.
