What is the deeper magic before the dawn of time?

In Chapter Fifteen, we learn that the Deep Magic decreed all traitors' lives are forfeited to the Witch. If the Witch had looked back to the era before the dawn of time, she would have understood that when a willing, innocent victim is killed by a traitor, the Stone Table cracks and their death will be reversed.
