I think that Rick Riordan justifies his story by claiming that is is rooted in ancient Greek history which means mythology but we will call it history because his story is so good!.

Rick Riordan implies that The Lightning Thief is not a work of fiction because it is greek mythology. A long time ago people thought that greek mythology is actually real.
