When Amir handed Soraya a story to read, General Taheri arrived at the booth and Soraya was forced to hand him the story out of propriety. He dropped it into the garbage can. Then General Taheri took Amir aside and scolded him for having such an open conversation with Soraya in the marketplace. This is his way of telling Amir not to do anything considered even remotely personal. He wants his daughter's reputation to stay intact.
