Why does Baba say: “War doesn’t negate decency”? Is this true?

I suppose there was a time when "decency" in war was followed by rules both written and unwritten. The killing of women, children and even babies were rules within the chaos of war. These "rules", however have not been followed throughout periods of history and even today. Decency and war have little to do with each other.
