How did people get their alcohol when Amir was a child? What does this say about how Islamic law is enforced?

People would call their Scotch "medicine" and would obtain it at the certain "pharmacies" in Kabul. People were not flogged or beaten for those infractions in the old days. This tells us that Islamic law depends on whatever government is in power at the time.
