Mike Scully is actually a democrat; he is against the socialist movement. This is confirmed in Chapter 25.

I think this is the closest one. He's actually a wealthy business man but he organizes the socialist machine to rig them for elections.

He also has enormous influence on the meat packing industry as far as who is hired and who is not. I'd choose B.

Jurgis is hired to be a connection between Scully and the union to gather favour. Still, I'm not completely sure which one I'd go with.
