Why does jack say that an aunt be allowed to decide the matter for herself

Algernon is badgering Jack about this aunt's strange antics. He wants to know why Jack's aunt calls herself little Cecily and why she calls Jack her uncle. Jack insists that his aunt can decide to act and do whatever she likes,

That is a matter that surely an aunt may be allowed to decide for herself. You seem to think that every aunt should be exactly like your aunt! That is absurd!

What does badgering mean here

It means questioning him a lot.
