When a potential-tribute's name is entered at least 7 times, they can apply for tesserae. a Tessare gives tokens worth a small year's supply of grain and oil for one person. Gale needs this for his family.

Why did his name get put inside 42 times though? Is that illegal in the Hunger Games world?
