Why don't tributes choose not to fight ?

when the tributes are in the arena, they automatically go for their weapon of choice and start the Cornucopia Bloodbath. But what if all tributes choose not to ? And just waits together for something to happen (from the Capitol). After all, no one forced them to fight.
