This complex relationship, as far as the series goes, isn't resolved in the Hunger Games. Initially Katniss thinks that Peeta was just playing her for his own gain. Later she finds out that Peeta was always just trying to protect her. She sees that he risks his life to protect her from the killer bees, then all the pieces begin to come together.
