Which districts are the Capitol's "Lap dogs"?
Which of the districts out 12 (in all) are the Capitol's lap dogs? Katniss mentions this before she enters the training room.

Maja, it is actually Districts 1-2 and then 4. District 3 tributes are not considered a Career Tribute. Remember in the 74th Hunger Games the District 3 girl was killed in the Bloodbath and then the District 3 male tribute got his neck snapped by District 2 Cato? I guess the President decided to not make District 3 tributes Careers after the 74th Hunger Games.
