What is the answer for the hunger games chapter 2 questions

Why couldn't katniss mother take care of katniss or her sister prim? If they lived somewhere other than the seam, would things have been different for her mother?

After her husband's death, the mother was paralyzed by her grief, so much so that she did not provide for her daughters. This helplessness is what caused Katniss to begin hunting and gathering to protect the family. The situation might have been better in another place but the rest of the district lived in poverty as well.
