What does the author/narrator mean by the words, "Lap dogs"?

katniss mentions the districts 1 and 2 and 4 bein the capitols lapdogs waht does she mean

That means that these districts do exactly what the Capitol tells them and they get special favors when the Capitol feels like it. This is similar to how a lap dog reacts with his master.
