What does Katniss mean when she says the odds have not been very dependable of the late ? PG 33, In Hunger Games.

I think its page 33, is it because the odds somewhat have not been in her favor since her sister was chosen from the reaping, and since she'd do it with Peeta as well?

Katniss does not want to kill Peeta. People keep getting killed, she is sure of that and chances are someone else will kill Peeta before she ever has to.

“There will be twenty-four of us. Odds are someone else will kill him before I do. Of course, the odds have not been very dependable of late.”

She's saying that Prim who only had one slip in the reaping had her name called and a boy that probably had about 5 slips who gave her bread that gave her hope. Meant that the odds were not in her favor.
