These are two different extremes. The Capital is full of futuristic opulence while District 12 is a dirty poverty-stricken mining place. People in the Capitol live an entitled privileged life while people like Katniss must hunt for food or starve in District 12. Ironically, any wealth that District 12 generates goes to the Capitol.

Life in the capital is prosperous and far from any problems, when District 12 constantly suffers from a bunch of problems. People in District 12 trying to survive hunting, fishing, killing and robbing, while people in Capital care about their dress, hairstyle and reputation. In my opinion this situation perfectly shows us the human`s behavior in different conditions and what`s happening while one sort of people stays above others.
At the same time District 12 is a perfect example how people unite and resist, while everyone in Capital 12 cares only about oneself which leads to a defeat in rivalry.
