The Hunger Games

If the Peacekeepers are supposed to make "peace", why do they attack and kill villagers when they do something wrong? Explain.

Peacekeepers is a pretty ironic name for this group. They head security for the Capital, oversee that people abide by the laws, and punish those who break them. The Peacekeepers are oppressive, foot soldiers, who will kill anyone that moves against the government.
