How is katniss controlled by the state?

Katniss is controlled by the State before volunteering for the game in her sister's place. The fact that everyone is forced to enter, and forced to participate when chosen, is in itself a form of control. Once the games begin, the state controls the environment, the clothing, the weapons, and the ability to make or break th alliances. The only thing the government doesn't control are the workings on individual minds (well, at least not in our stronger characters).
