How can you connect the hunger games to maus?

I would think that like the Jews in Maus, an imposing force exploited the populations in the Districts. The Nazis/Hitler exploited and mistreated Jews in Spiegelman's Maus and President Snow/the Capitol did the same to the people in the Districts in Collins’s Hunger Games.
