Eh. I'd say 50-50. Katniss owing Finnick Odair? What????

I think Katniss likes Finnick, but not as much as Gale or Peeta. When Katniss says she keeps on owing Finnick she is referring to the multiple times that he has helped her and Peeta. These two scenarios are shown when Finnick lets Mags go into the poisonous fog, and when he revives Peeta when Peeta ran into the force field.

She likes him alright, just not as much as Peeta and Gale. Like James said, when Katniss says she keeps on owning Finnick, she is referring to the multiple times that he has helped her and Peeta.
