Describe the major theme in the hunger games. What effect does Collins address?

The theme is that when a tyrannical power holds absolute power over the people, they very rarely argue, even when that absolute power is abusive and cruel. The effect of such power is that people are subservient and are often not willing to try to make things fair and just because they are either afraid, or that is simply the way it has always been.
