Caesar Flickerman is a man who asks the tributes questions right? Why is his hair and eyebrows 'blue'? Its kinda creepy.

Why not blue? He is to look attractive to the audiences and so they think he looks good. Everyone one who watches him obviously thinks he is doing a good job, or at least so they are led to believe.

Caesar Flickerman is a very attractive man with his gleaming white teeth, fancy Capitol clothes, beautiful eyes, and blue hair, and blue eyebrows. Caesar is a very good man, and really cares about Katniss. I like that about Caesar Flickerman.
