The Hound of the Baskervilles

on the first page of the book, holmes says to watson 'now is the moment of fate, watson, when you hear on the stair step which is walking into your life , wether good or evil .' how does this sentence set the mood of the book

Fate (something that will happen no matter what one does) and evil (another frightening word) set the tone of mystery and darkness which is often seen when the "hound" is on the loose at night.  Much of the novel and its mystery is set in the dark.
