Why are they arguing over the legal responsibility?

Things are getting out of hand with the monkey house. Dan Dalgard felt he was losing control of everything. He calls the company managers and informs them that the army will take control of the monkey house. The company officials want to absolve themselves of any responsibility so they want the Army to take responsibility in writing.
