What was the controversial treatment with the monkeys?

The monkeys are in a research facility in Reston, Virginia. The monkey's were sent all over the united states for experiments which was the controversial part. The army along with the Centers for Disease Control (CDC) storm the monkey house and kill hundreds of them to contain the spread.
