What laws do you think need to be created and enforced that would allow a nation to better control the spread of a serious disease?

It is difficult to contain disease, especially when the carriers are animals imported into this country. Diseases, no matter their origin are all highly susceptible under certain circumstances. Ebola, has been around for a long time, and it has been contained in Africa for the most part. Other diseases are not so easily quarrantined. New dieases pop up all the time. I believe that proper isolation of epidemic diseases is a must.
