What controversial decision was made by Joe McCormick once the second supposed victim of Ebola broke? What was CJ Peters' opinion of McCormick following McCormick decision?

Joe McCormick, who had lived in a hut full of sick patients without contracting Ebola, was critical of USAMRIID for acting too cautiously and not containing the disease when they had the chance. The fact that Joe McCormick breathed the same air as the others in that hut in Africa gives the reader some hope that the illness may not be quite as contagious as previously thought. I believe he sticks himself with a contaminated needle and does not get infected. He wants quicker actions taken with less protocol to contain the disease.
