Reston.virginia is described as a planned suburb. What does that mean?

Reston was pre-planned from the streets, to the homes, to the way the landscape would appear to visitors. A pre-planned community leaves no room for change or differences. The homes are just so.... the roads are mapped, schools are placed, and businesses and office parks have strictly organized locations.... it's all about appearacne, convenience, and perception.
