I'm not sure what the latest outbreaks are. I think you are referring to the outbreak in 2014 in West Africa. I think the main difference is that the general public and scientists knew about Ebola in 2014. There was much fear but, at the same time, it was contained and dealt with on a global level. Ebola was not yet understood in the Hot Zone and was kept fairly secret.
