Why is it appropiate that the author brings Gandalf back into the action at this point?

At this point, the plot is set. Gandalf returns after the sacrifice has been made. Gandalf, as the paternal figure arrives to tell Bilbo "well done". Just like a doting father, only Gandalf is so much more.
