How does Hilly's home help the sanitation initiative influenced by the Jim Crow Laws, and how does Skeeter respond?

The Jim Crow laws were segregation laws. Becaues of this, Hilly creates the Home Health Sanitation Initiative, in which black maids were not to be allowed to use the toilet facilities in their employers homes. Skeeter refuses to print the initiative and decides to write a book about the discrimination shown to the "help" and to illuminate the prejudice in her community.
