Carlos refers to the fact that most of the killings in black communities (and elsewhere) are committed by blacks.

The Hate U Give

Uncle Carlos is referring to the fact that most of the crimes in black communities are committed by blacks. But it is NOT the case that they are responsible for most of the crimes in NON black neighborhoods. Crime is about proximity and most crimes in white communities are perpetrated by white people.

i feel it means if they can't face on their own problems and deal with it, the satuation will be worse. if they are ashamed of themselves others weren't respect them either.
