Why does Atwood divide the opening section of chapter31 into short, separate paragraphs?

If you examine them, Atwood describes short separate incidents that Offred reflects on. They all have in common a resignation and futility about the situation. Even her memories and emotions seem mechanical hence the short paragraphs.
