THe Republic of Gilead, a totalitarian and theocracy would have power over everybody. The Commander would wield much power over most all of the characters. Handmaids like Offred had power only so far as they could bear children. THey were taken care of as far as they could bear children. The Aunts like Aunt Lydia had power overseeing the Handmaids. You can see how this higherarchy works. Power was wielded to get what the party demanded of them. The Commander needed a child, the Aunt's had to facilitate an offspring....
