What does Offred mean by this?

At the last lines of Chapter 21 when Offred addresses her absent mother:

‘You wanted a woman`s culture. Well, now there is one. It isn`t what you meant, but it exists.’ What does Offred mean by this?

Offred appreciates the feminist movement her mother represented and pioneered for although it was too late to change anything, but since she's had to live through her mother's experiences, she's begun to understand her mother a bit better.
