Why is George Wilson covered with dust from the ashes?

George Wilson works at a garage just outside of the Valley of Ashes....... that would be the physical reason. Symbolically...... he's also a part of the lower class, symbolized by the garbage dump. He's stuck there and buried by the ashes.
