Why does Daisy have a difficult time saying, as Gatsby wishes, that she never loved Tom?Cl

I suppose at one time she did love Tom but she is afraid to make such a drastic change. Daisy might not want to give up the security of old money (Tom) for new money (Gatsby). Daisy always wanted the filthy rich life she had become accustomed to.
