Who is morally responsible for Gatsby's death?

It would clearly be George Wilson's fault because he pulled the trigger, but there were several characters that could have prevented what happened or who could have been held responsible.

In my opinion, Tom Buchanan is morally responsible for Gatsby's death. It was Tom who allowed George to believe that Gatsby was having an affair with his wife, as well as being the person driving the car that hit Myrtle.
