What does fitzgerald subtly wish to convey about Gatsby when he has Nick says,"...I was looking at an elegant.........................words with care"?

I think it is, "I was looking at an elegant young roughneck ..." I think that despite Gatsby looking refined and elegant, Nick was searching for something that tells us he was not from the upper crust.
