When Gatsby is stopped for speeding, he flashes a white card at the policeman. The policeman apologizes profusely and does not give Gatsby a ticket. Obviously Gatsby has great sway with the police and is seemingly above the law. This fits in with the corruption and excess which defined the 1920's.
