The government camps offer a place of refuge for the migrant workers. The workers can live in sanitary conditions and not be indebted to the company for lodging and food. It is also a place where workers can unite and plan to form a union. The wealthy landowners pay the police and thugs to disrupt a dance at the government camp. If they can cause violence, then the police can shut the camp down.
