Why, according to Knowles, have the landowners over-advertised for labor?

Knowles says the landowners printed up thousands of pamphlets and over-advertised for labor so they could attract as many hurting families to California as possible. This was done to drive labor costs down; the bigger the surplus of workers, the less they'll work for simply because they have to feed their families.
